This webpage serves as PPCC's formal and public reporting for the utilization of Higher Education Emergency Relief Funds (HEERF) awarded to PPCC through the Coronavirus Aid, Recovery, and Economic Security (CARES) act, The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), and the American Rescue Plan (ARP). Each portion of HEERF reporting differentiates student and institutional funds as required by the Department of Education.

CARES ACT (HEERF 1)

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27, 2020 in response to the broad impact of the COVID-19 pandemic in the United States. A portion of the monies allocated in the CARES act - via the Higher Education Emergency Relief Fund (HEERF) - were received by PPCC via the Department of Education (DOE). As a recipient of federal funding, to promote transparency of federal funds utilization, and to comply with formal reporting guidelines as established by the DOE - the following information serves as PPCC's formal and periodic public reporting of CARES act HEERF monies.

1. Certification and Agreement for CARES Act Funds

Pikes Peak Community College acknowledges that they have signed and returned the official Certification and Agreement for CARES Act funds to the US Department of Education. The College will use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

2. Total Funds Received

Pikes Peak Community College has received $3,771,889 in total funds pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.

3. Amount of Grants Awarded

The total amount of Emergency Financial Aid Grants awarded to students under Section 18004(a)(1) of the CARES Act as of May 3, 2021 is $3,771,889. The amount of funds that have been disbursed to students $3,771,889.

4. Eligible Students

The estimated total number of students at Pikes Peak Community College eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 7,486.

5. Number of Grants Awarded

Summer Semester 2020

Summer 2020 Emergency Relief

Target Group: Students enrolled in Spring 2020 and Summer 2020 terms who were negatively impacted by COVID-19.

Award:Up to $700 grants for students needing help with the following:

  • Cost of Education
  • Food insecurities
  • Housing insecurities

Qualifying students:Students enrolled during Spring, Summer, and Fall semesters (as funding remains available).

Outreach method:Electronic application shared via texts, email, social media, College website, and Faculty & Staff referrals

Disbursement:Posted directly to student accounts

Amount Awarded:$48,700

Summer 2020 Momentum Scholarships
Target Group: (student groups will be included in phases depending on availability of funds)
  • Phase 1 - Those students enrolled spring 2020 as of March 13, 2020, who submitted a FAFSA, and who are currently in good standing.
  • Phase 2 - Those students enrolled spring 2020 as of March 13, 2020, and who are currently in good standing, and those students who applied to PPCC by March 13, 2020 and who have applied for financial aid.

Award:$1,000 scholarships available for enrollment in Summer term*

Qualifying Students:Students indicating their education was disrupted by Covid-19, who are eligible to apply for Title IV aid, and who were not 100% online for Spring 2020

Outreach Method:Email, with form indicating need, sent to student group identified above.

Disbursement:Aid posted to student account, processed through student accounts(this scholarship would not impact other aid).

Award:$1,000 scholarships available for enrollment in Fall term*

Pikes Peak Community College (PPCC) acknowledges that the institution signed and returned a Certification and Agreement to the U.S. Department of Education for Higher Education Emergency Relief Funding (HEERF) on June 17, 2020, for the Institutional Portion of the“HEER”根据《关怀法案》第18004(a)(1)条提供资金。In compliance with the signed Certification and Agreement, PPCC intends to use the fifty percent (50%) of the funds received for institutional costs recovery due to COVID-19.

As of March 31, 2021, PPCC has expended a total of$3,771,889of the funded amount for the institutional award.

Note: the following breakdowns represent updated reporting guidelines according to CARES Act sections 18004(a)(1) Institutional Portion, 18004(a)(2), and 18004(a)(3), if applicable.

An overview of expenditures categories (largest to smallest):

  • Procurement of technology resources to facilitate remote capabilities: $1,796,157
  • Training and compensation for instructional delivery modification (In-person to remote learning): $880,318
  • Campus Safety Expenditures (Cleaning and Sanitation): $451,252
  • Other Uses (increased personnel costs related to offering remote service and instructional support: $310,470
  • Additional scholarships and emergency aid to students: $200,000
  • Supplies to support social distancing for on-campus lab courses: $83,177
  • Student-use computer and audiovisual equipment for on-campus support: $50,515

All CARES Act Institutional funds have been expended as of 06/01/2021

In addition to instructional related expenditures, $373,165 was awarded to PPCC from the Fund for the Improvement of Post-secondary Educations (FIPSE) have been used to defray decreased tuition revenues resulting from decreased enrollment.

Total expenditures (fiscal period of July 1, 2020, through June 30, 2021) are$4,145,054(institutional expenditures as reported using updated reporting requirements for CARES act section 18004(a)(1) and CARES act 18004(a)(2) funds)

The types of expenses covered under the college CARES Act Emergency Instructional Relief include: IT equipment and supplies to support remote learning for students and faculty, software licenses, remote coursework redesign, personal protective equipment, and custodial supplies for on-site cleaning.

Such application of funding was in accordance with Section 18004(c) of the CARES Act, which allows Pikes Peak Community College to use the funds to cover any costs associated with significant changes to the delivery of instruction due to coronavirus, so long as such costs do not include payment to contractors for the provision of pre-enrollment activities, including marketing and advertising; endowments; or capital outlays associated with facilities related to athletics, sectarian instruction, or religious worship.

All receipts and expenditures are tracked and accounted for in an isolated fund to ensure appropriate internal controls for allowable expenditures and cash management principles. Funds are drawn after the College has provided the cash outlay and confirmed the allowability of the expenditure, in accordance with its cash management principles and uniform guidance (2 CFR 200) as well as in accordance with Section 18004(c).

  • Revenue recovery from pandemic impacted academic activities (includes tuition, fees, and other operational academic revenues): $6,670,264
  • Revenue recovery from pandemic impacted auxiliary activities (includes bookstore revenue, child development center revenues, and other operational auxiliary revenues): $4,046,279
  • Additional technology (computers, laptops, audiovisual equipment, etc.) to support distance learning: $697,761

A portion of the monies allocated in ARP - via the Higher Education Emergency Relief Fund (HEERF) - were received by PPCC via the Department of Education (DOE). 1. Certification and Agreement for ARP Funds

Pikes Peak Community College acknowledges that they have signed and returned the official Certification and Agreement for CARES Act funds to the US Department of Education – which serves as formal acknowledgment and acceptance of subsequently awarded American Relief Plan (ARP) Act funds. The College will disburse no less than $14,574,989 for student scholarships – this represents the entirety of funds awarded to PPCC for use for student scholarships.

Pikes Peak Community College has received $14,574,989 in total funds pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.

*Pre-Semester grants are not contingent on maintaining enrollment for Fall 2021 semester but are intended to support students enrolled in Fall 2021 courses. Students retain pre-semester grants regardless of enrollment status after the start of term.

Award:$500 scholarships available for enrollment in Fall term

Qualifying Students:All PPCC students currently enrolled for the Fall 2021 semester prior to the start of term

Disbursement:Aid posted to student account, processed through student accounts(this scholarship would not impact other aid)

Fall 2021 Momentum Scholarships

Target Group:(student groups will be included in phases depending on availability of funds)
